Course Description |
Firstly, the concepts of "political system" and "political regime" will be discussed and evaluated in terms of their definitions, different elements and differences.
Then, all the elements within the concept of "political system" will be discussed and explained one by one. In this way, the differences between "democratic systems" and "non-democratic systems" will be clearly revealed.
In this framework, the "can't do without" elements of democratic systems (such as pluralism - political participation - list of fundamental rights and freedoms - rule of law) will be analyzed in detail. In the light of these elements, "constitutions of different countries" and "constitutional institutions of the Republic of Turkey" will be analyzed separately. |

Derste ilk olarak kavramsal olarak, “siyasal sistem” ve “siyasal rejim” kavramları, tanımları, değişik unsurları ve farklılıkları yönü ile ele alınacak ve değerlendirilecektir.
Daha sonra “siyasal sistem” kavramı kapsamında yer alan tüm unsurlar tek tek ele alınacak ve açıklanacaktır. Bu suretle, “demokratik olan sistemlerle”, “demokratik olmayan sistemler” arasındaki farklılıklar, açıkça ortaya konulacaktır.
Bu çerçevede demokratik sistemlerin “onsuz olmaz” unsurları (çoğulculuk – siyasal katılma – Temel hak ve özgürlükler listesi – hukukun üstünlüğü gibi) tüm ayrıntıları ile incelenecektir. Bu unsurlar ışığında, “farklı ülkelerin Anayasaları”, ve “Türkiye Cumhuriyetinin anayasal kurumları” ayrı ayrı incelenecektir.
Daha sonra da “siyasal rejimler” bağlamında, şu anda mevcut dört (4) genel rejim türü (Parlamenter – Başkanlık – Yarı Başkanlık gibi) ayrı ayrı “temel unsurları” ile ele alınacak ve değerlendirilecektir. Farklı ülkelerin Anayasaları, “bu unsurlar” ışığında değerlendirilecektir. |
