Overall Educational Objective To learn key issues regarding Prison Studies and Scandinavian Penal System
Course Description This is an introductory program to the “Prison Studies and Scandinavian Penal System”. This course is designed to provide students with different perspectives to Crime Control, Law Enforcement, Carceral and Prison Studies. Although incarceration does not bring the ultimate solution to crime control, it is also unavoidable. Where and when alternative sanctions are insufficient, and despite its all the extremely high human and social costs imprisonment becomes a must, restorative justice assists us to use prisons more rationally and effectively. And in this respect in the growing field of comparative criminal justice, the Nordic Model (also called as Scandinavian Exceptionalism”) is used as an exception to the traditional, less welfare-oriented crime-control policies. This Course focuses on how to make prisons work better when there is no other way and how “Scandinavian Exceptionalism” and the Nordic Way provide such valuable insights with their exceptional qualities for penal institutions. The course will help students to fully understand the cost of imprisonment for individuals and the community, help them to acquire a more critical view to the inevitable outcomes of the incarceration policies. AND learn a better incarceration practice realized in the Scandinavian and Nordic Model , out of which prison conditions could be redesigned.
Course Description in Turkish Bu ders "Cezaevi Çalışmaları ve İskandinav Ceza Sistemi"ne giriş niteliğinde bir programdır. Bu ders, öğrencilere Suç Kontrolü, Kolluk Kuvvetleri, Hapishane ve Cezaevi Çalışmalarına ilişkin farklı bakış açıları sağlamak için tasarlanmıştır. Hapsetme, suç kontrolüne nihai çözüm getirmese de kaçınılmazdır. Alternatif yaptırımların yetersiz kaldığı ve tüm yüksek insani ve sosyal maliyetlerine rağmen hapsetmenin bir zorunluluk haline geldiği durumlarda onarıcı adalet, cezaevlerini daha akılcı ve etkili bir şekilde kullanmamıza yardımcı olur. Ve bu bağlamda, büyüyen karşılaştırmalı ceza adaleti alanında, İskandinav Modeli (İskandinav İstisnacılığı olarak da adlandırılır) geleneksel, daha az refah odaklı suç kontrol politikalarına bir istisna olarak kullanılmaktadır. Bu ders, başka bir yol olmadığında cezaevlerinin nasıl daha iyi çalıştırılabileceğine ve "İskandinav İstisnacılığı" ve Nordik Yol'un ceza infaz kurumları için istisnai nitelikleriyle nasıl bu kadar değerli içgörüler sağladığına odaklanmaktadır. Bu ders, öğrencilerin hapsetmenin bireyler ve toplum için maliyetini tam olarak anlamalarına, hapsetme politikalarının kaçınılmaz sonuçlarına daha eleştirel bir bakış açısı kazanmalarına yardımcı olacaktır. Ve cezaevi koşullarının yeniden tasarlanabileceği İskandinav ve Nordik Modeli'nde gerçekleştirilen daha iyi bir hapsetme uygulamasını öğreneceklerdir.

Course Learning Outcomes and Competences

Upon successful completion of the course, the learner is expected to be able to:
1) Understand the general purposes and aims of imprisonment, the historical developments and the significance of the prison reform movement.
2) Comprehend and discuss issues associated with rising prison populations, focusing on the significant problem of prison overcrowding worldwide and current issues associated with mass incarceration
3) Discuss and contribute to the development of relevant international standards and norms, that reflect a commitment to improving global prison conditions, strengthening prison management and adhering to prisoners' rights.
4) Develop an informed opinion on the various ways inspired by The Scandinavian Exceptionalism Approach, in which prisons can operate humanely, focusing on approaches and regimes that aim, through individualized sentencing, normalized regimes and constructive activities, to incorporate international human rights
5) Criticize current incarceration policies and help to develop future policies for more humane imprisonment conditions
6) Consider alternative approaches to imprisonment, including the role of non-custodial measures as a key component to reduce the scope of imprisonment.

8) The ability to participate in and organize legal projects and activities as a socially responsible individual; to put his/her legal knowledge and skill to use efficiently (in the public or private sector).
9) The ability to use a foreign language at least on a B2 Level on the European Language Portfolio, to follow legal developments and communicate with colleagues in that language; to use computer software and information and communication technologies necessary in the law field at an Advanced Level of the European Computer Driving License.
10) Adoption of a positive approach to the concept of lifelong learning.
11) The ability to understand the development, evolution, and problems of the society and to contribute to the solution of these problems by legal methods.
12) The ability to understand the structure, organization, and functioning of law on the national and international level; to contribute to the development thereof.
