Overall Educational Objective To understand, discuss and develop solutions to current problems related to constitutional law, which is a dynamic field
Course Description 1982 Constitution with numerous amendments adopted a new government system and new system has changed executive-parliament relations considerably. Within the context of the course, the following topics are to be dealt and discussed: features of new government system and its problems, discussions concerning executive decrees, state of emergency regime, disputes followed after 2016 Constitutional amendments on parliamentary immunities, differences between theory and practice related to rights and freedom systems and problems associated with constitutional jurisdiction.
Course Description in Turkish Çok sayıda değişikliğin yapıldığı 1982 Anayasası özellikle 2017 Anayasa değişikliği sonrasında yeni bir hükümet sistemi benimsemiş ve bu sistem yasama-yürütme ilişkilerini önemli ölçüde değiştirmiştir. Ders kapsamında şu başlıklar ele alınacaktır: Yeni hükümet sisteminin özellikleri ve sorunları, cumhurbaşkanlığı kararnamesine ilişkin tartışmalar, olağanüstü hâl rejimi, 2016 Anayasa değişikliği sonrası yasama dokunulmazlığına ilişkin çıkan tartışmalar, hak ve özgürlükler alanındaki teori ve uygulama sorunları, Anayasa yargısına ilişkin sorunlar.

Upon successful completion of the course, the learner is expected to be able to:
1) understand and discuss the current problems of constitutional law
2) Evaluate the new system of government comparatively and identify problems
3) Comprehend and interpret the problems of theory and practice in the fields of legislative immunity, states of emergency, rights and freedoms, constitutional jurisdiction
4) Develops solutions to the current problems of constitutional law.
