Overall Educational Objective Students will learn the basic principles and concepts of administrative transactions, administrative actions, administrative contracts, public officials, public property and financial responsibility of the administration.
Course Description General principles and concepts of the topics of administrative acts, actions and contracts, public officer, public property and the administration’s financial responsibility.
Course Description in Turkish idarenin faaliyetleri, idari işlemler, idari eylemler, idari sözleşmeler ve idarenin mali sorumluluğu konularına hakim olan temel ilkeler ve kavramlar.

Course Learning Outcomes and Competences

Upon successful completion of the course, the learner is expected to be able to:
1) Defines and compares the concepts of administrative process and administrative action.
2) Explains the differences between the contracts of the administration and the concept of administrative contract, determines the types of administrative contracts.
3) Explains the contracting procedure of the contracting authority and identifies any breaches of this procedure.
4) Explains the legal regime regarding public officials and the specific characteristics of this regime.
5) Explains the theory of public goods, the legal regime of public goods, distinguishes public goods from private goods of the administration.
6) Defines the principles of responsibility of the administration and gives examples.

8) Skills to communicate the knowledge of psychological science effectively, in a variety of formats, in both Turkish and in English (in English, at least CEFR B2 level).
9) Recognition, understanding, and respect for the complexity of sociocultural and international diversity.
10) Recognition for the need for, and the skills to pursue, lifelong learning, inquiry, and self-improvement.
11) Ability to formulate critical hypotheses based on psychological theory and literature, and design studies to test those hypotheses.
12) Ability to acquire knowledge independently, and to plan one’s own learning.
13) Demonstration of advanced competence in the clarity and composition of written work and presentations.
