| Overall Educational Objective |
One of the most important achievements of Turkey as a democracy has been to link electoral processes with judicial supervision and guarantees. This supervision has ensured the equal, free and secret nature of elections, as enshrined in our constitutions. In this context, Turkey has been conducting its elections with these guarantees since at least 1961. It is certain that some problems have been and will be encountered in these fundamental processes. Within the framework of this course, these problems, these difficulties, their solutions and reasons will be discussed, evaluations will be made and proposals for solutions will be discussed. |
| Course Description |
In the framework of this course, the Turkish electoral legislation will be evaluated; the different stages of the electoral process (candidacy, propaganda, preparation of votes, voting, election, counting of votes and judicial review) will be examined; the problems that arise will be evaluated and the controversial aspects and proposed solutions will be highlighted through the students' presentations on these problems; then, through the presentations made, the electoral practices will be discussed from both theoretical and practical perspectives.

Bu ders çerçevesinde, ilk önce Türkiye’deki seçim mevzuatı değerlendirilecek; seçim sürecinde, farklı aşamalar (adaylık, propaganda, oyların hazırlanması, oyların kullanılması, oyların sayılması ve yargısal denetim) incelenecek ve ortaya çıkan sorunlar değerlendirilerek bu sorunları ele alan öğrencilerin sunumları çerçevesinde tartışmalı yönler ve çözüm önerileri üzerinde durulacak, daha sonra yapılan sunumlar üzerinden, hem teorik hem pratik açılardan seçim uygulamaları ele alınacaktır.

Course Learning Outcomes and Competences
Upon successful completion of the course, the learner is expected to be able to:
1) Seçim mevzuatına tamamıyla hakim olacaktır.
2) Seçim süreçlerinin tüm aşamaları (adaylık, oy kullanılması, propaganda gibi) ayrı ayrı ele alacak, her birindeki varsa sorunların değerlendirmesini yapabilecektir.
3) Bu süreçler ve varsa ilgili sorunlar üzerinde, iç hukuktaki uygulamalar, gerek Yüksek Seçim Kurulu’nun, gerek seçim kurullarının gerekse de yabancı ülkelerdeki içtihatlar aracılığıyla bu sorunlar üzerinde duracak ve ortak çözümler üretecektir.
4) Varsa bu süreçlere ilişkin, sorunların nedenlerini ayrı ayrı değerlendirecektir.
5) Türkiye’deki seçim olgusunun süreçleri üzerinde uzman olacaktır.
